Incident and emergency response involves being aware and prepared. This entails anticipating potential issues before they arise and devising strategies to manage these occurrences effectively. How you respond to incidents and emergencies significantly influences the outcome during such events. In this lesson, we will examine a range of issues from minor to major and discuss how you should prepare and respond. Unfortunately, incidents can transpire for various reasons, often beyond our control. Therefore, it is imperative to contemplate these possibilities and prepare accordingly.

Incident and emergency awareness, preparedness, and response are everyone’s responsibility. Staying alert and prepared allows you to react faster and more safely when unexpected issues arise. Ultimately, a well-rehearsed, accurate response ensures a safer, better outcome for you, your colleagues, and the entire facility.
Determining how critical the issue is, determines what your response should be. Therefore, this is one of the most important first steps in taking the correct action. Both and under-response or an over-response can lead to further problems.
That is OK. If it is a small issue and you feel comfortable taking care of it – do so. However, you should never feel that you have to handle all issues alone. Get help, by shouting or phoning someone. Many issues are better handled as a team anyway. Don’t hesitate to get help from as many others as necessary, when necessary.
Emergency and Incident Response in Biorisk Management
Welcome to this module on emergency and incident response within biorisk management. In any biomedical facility, incidents can and do occur. The critical question is not whether they will happen… but whether personnel are prepared to respond effectively when they do.
Emergency and incident response is grounded in preparedness, awareness, and planning. Effective response requires anticipating potential events… evaluating their likelihood and impact… and establishing clear procedures in advance.
The manner in which an organization responds to an incident can significantly influence both the immediate outcome and long-term consequences.
To begin, consider your own work environment. What types of incidents or abnormal events could reasonably occur?
These may include:
• Power disruptions
• Minor injuries such as cuts or exposures
• Slips, trips, and falls
• Acute medical conditions
In addition, less common but higher-impact events should also be considered.
Identifying these possibilities is the first step in developing an effective response strategy.
Incidents and emergencies can be broadly categorized into external and internal events.
External events originate outside the facility and are typically beyond direct control. These include:
• Severe weather events such as earthquakes, floods, or storms
• Utility failures, including power outages
• Security threats or civil disturbances
Internal events arise within the facility and may include:
• Medical emergencies involving personnel
• Fires or explosions
• Biological or chemical spills
• Equipment or containment failures
• Environmental releases
Regardless of origin, all events require a structured and proportional response. A fundamental distinction must be made between an incident and an emergency. An incident is an unplanned event that disrupts normal operations but is generally limited in scope and impact. An emergency, in contrast, is an unplanned event with the potential to cause significant harm… including the uncontrolled release of hazardous or biohazardous materials.
For operational clarity, events can be further classified into four levels:
• Minor incidents: localized, manageable, and quickly resolved
• Significant incidents: broader impact requiring operational adjustments
• Minor emergencies: serious situations requiring immediate coordinated response
• Major emergencies: critical events requiring full evacuation and prioritization of life safety
Preparedness begins with risk assessment. Each potential event should be evaluated based on:
• Probability of occurrence
• Magnitude of potential consequences
This structured approach allows organizations to prioritize planning efforts and allocate resources effectively.
Now stop here and do this exercise. Take out the list you made previously of all the adverse events that you think could happen in your facility. Now score these for likelihood of occurrence from one to three, with one being the least likely to happen and three being the most likely to happen. Then again score them for consequences from one to three, with one representing little to no consequence and three representing severe, catastrophic consequences. Multiply the probability times consequences to get a rank for each event. Now start planning and preparing for the events with the highest score, because those will be the most likely to happen with the worst outcome.
At its core, an incident response system follows a simple framework:
Alert → Assessment → Response
When an event occurs, it must be promptly recognized, evaluated for severity, and addressed using appropriate procedures. Practical response measures must also be clearly defined.
For example:
In the event of chemical exposure to skin, immediate flushing with water is required, typically for a minimum of fifteen minutes.
For contaminated clothing, rapid removal and use of a safety shower are essential.
For biological contamination, appropriate decontamination procedures must be followed, including removal of affected materials and disinfection.
An effective emergency response program includes several key components:
1. A comprehensive emergency response manual
2. Clearly defined roles and responsibilities
3. Accessible and functional emergency equipment
4. Structured training programs
5. Routine drills and exercises
Drills are essential for validating response plans. They provide an opportunity to assess performance, identify gaps, and reinforce proper procedures. Following any drill or real incident, an after-action review should be conducted to support continuous improvement. When investigating an incident, it is advisable to employ the KATTAR technique, which encompasses knowledge, assignment, training, tools, accountability, and resources. The accompanying graphic illustrates that the individual bears greater responsibility concerning knowledge, assignment, and training, whereas the institution holds more accountability for tools, accountability, and resources. Both the individual and the institution play significant roles in determining how an incident or accident transpires, as well as in the subsequent response.
The emergency response plan must also address:
1. Communication protocols
2. Evacuation procedures
3. Incident reporting systems
4. Coordination with internal and external responders
External responders may include:
• Fire services, Law enforcement, Emergency medical services, Hazardous materials teams
Special attention must be given to spill response preparedness.
Laboratories must maintain:
1. Appropriate spill kits
2. Personal protective equipment and
3. Clearly documented standard operating procedures
Preparedness also extends to medical emergencies.
Personnel should be trained to:
1. Assess scene safety
2. Recognize signs of serious medical conditions
3. Activate emergency medical services

Supervisors and leadership personnel play a central role in ensuring preparedness.
They are responsible for:
• Communicating hazards and procedures
• Ensuring staff competency through training
• Maintaining readiness through drills and exercises
Ultimately, effective emergency and incident response depends on PLANNING, TRAINING, AND CONTINUOUS EVALUATION.
